SPOCS
Simple Procedures Online for Cross-border Services
SPOCS is a competitiveness and innovation framework programme, co-funded by EU. The project started in 2009 and aims at supporting the implementation of the electronic procedures defined in article 8 the EU Services Directive.
A consistent implementation of art. 8 of the Services Directive requires to take stock in existing services within Member States and to develop interoperable exchanges of authentic electronic dossiers. The LSP SPOC intends to address these issues by differentiating informational – contents – and transactional levels. The development and testing of the specifications that will be elaborated will be conducted bearing in mind the need to provide open, reliable, replicable and scalable solutions. To that end, specific dissemination efforts will be made.
The work done within the LSP has been organised into the following work packages
- Content syndication, multilingual issues and glossary
- Documents
- Interoperable delivery, eSafe, secure and interoperable exchanges and acknowledgement of receipt
- Interoperable eServices directories
- Experimenting
- Awareness raising, engagement and consensus building, dissemination.
A complementary work package encompasses all the administrative and technical coordination of the pilot as a whole. Moreover, the pilot will build on the work achieved within the other Large Scale Pilots on eID and eProcurement. The LSP has been elaborated in accordance with the Information and Communication Technologies (ICT) Policy Support Programme and the i2010 EU action plan. The work developed within the pilot contributes to the development of a European Information Society for growth and jobs. Furthermore, the interoperability layer developed within the pilot will provide a sound basis for the future services to be defined in the future 2015 strategy.
